Problem with cocker spaniel puppy tail docking?

I was supposed to pick up my new cocker spaniel puppy on Monday and my breeder informed me the scab from the tail docking has not fallen off. However she said that the vet gave the puppy it's State Health Certificate. Is this a problem and should I expect problems in the future?
Of the four puppies in this litter, ours was the only one with the scab issue.

The tail should have been docked no later than 3 days of age and there should be no remnant of scabbing left at the eight to ten weeks when the pup leaves for home.

Something is amiss.

    The tail should have been docked when the pup was about 3-5 days old.. meaning he'd have at LEAST 7 1/2 weeks for the tail to heal.

    Id have to wonder why it hasnt healed by now?

    ya, either they are giving you a pup not old enough to be weened or they just got around to cropping the tail. i would let the vet look at it when the pup goes in for a check up to make sure it was done correctly and that feces has not infected the tail. something doesn't sound right here.

    That is odd.There may be some sort of problem if the puppy's tail has not healed by now.I would ask that you allow your vet to do a thorough examination of the puppy,including bloodwork,to make sure that it is healthy- before purchasing it.

    It sounds off to me. The puppy should have been docked at 2-3 days old (5 days at the absolute latest) Giving the puppy 7 to 7.5 weeks to heal. It shouldn't still have a scab after that period of time. If it does it would indicate to me that something is wrong health-wise with the puppy or else the breeder did the crop way to late (either banding method, did the dock themselves (illegal) or had a vet do an amputation under general anesthesia) indicating an irresponsible breeder.

    Ah yes vets do issue State Health certificates for puppies.
    Florida is a state that a puppy for sale for money must have a complete vet exam- once passed this exam – they check for worms, parsites fleas ear mites as well as hernias- eyes and hips and heart- as long as the pups healthy and free of parisites the vet issues a state health certificate. I know I lived there last year.

    i would ask your vet to check him out before you buy him incase there is something wrong. you don’t wan’t a sick puppy.
